Google’s largest ever investment in India is running into a problem that no amount of GPU supply can solve. The company’s planned $15 billion AI and data center hub in Visakhapatnam is facing court challenges and street protests over water and wildlife, and the fight is turning into a preview of what the next phase of AI infrastructure looks like everywhere.

The Project

Google announced the Visakhapatnam hub as its biggest India commitment to date, developed with Adani Group and designed to house gigawatt scale computing. Andhra Pradesh courted it hard. For a coastal city best known for shipping and steel, a hyperscale AI campus promised a different economic future.

What Happened

Activists have filed legal challenges and staged protests as construction moves ahead. Water is the core objection. Visakhapatnam already receives less water each day than the city estimates it needs, and critics want enforceable long term guarantees before a facility of this size draws on local supply. Environmental groups have raised a separate objection about construction near the Kambalakonda Wildlife Sanctuary.

Google says it plans to use advanced air cooling to cut water consumption sharply and sound dampening technology to limit disruption to the surrounding area. The Andhra Pradesh government says residential and rural drinking water will not be diverted to the project. Neither assurance has settled the dispute, and the legal challenges are still live.

Why It Matters

For two years the binding constraint on AI has been silicon. Access to accelerators decided who could train frontier models and who could not. Visakhapatnam is a reminder that the constraint is shifting. Data centers need electricity, land, cooling and, above all, local consent, and those are decided by municipal water tables and permitting boards rather than chip foundries.

The pattern is not unique to India. Similar fights have slowed projects in the United States and Europe, and the industry response has been to push into places with spare power and fewer objections. China is doing exactly that, pushing its buildout from megacities into smaller towns where land and electricity are easier to secure.

India is a harder case because the upside is real. It has the engineering talent, the domestic demand and a national push for sovereign AI capacity. Watch whether Google’s cooling commitments get written into enforceable conditions. That, more than the headline figure, will determine whether this campus becomes a template for the region or a cautionary tale.
