Korea Will Give Every Citizen Free AI, Built at Home
2 min readSouth Korea plans to give every citizen a free AI assistant, and at least 80 percent of that service has to run on Korean models rather than American ones. The Ministry of Science and ICT has now picked the three consortia that will build it.
Two Programs, One Strategy
Korea has spent the past year funding a homegrown answer to the US frontier labs. Its Sovereign AI Foundation Model project is a government-run competition to produce domestic large language models that can compete globally, and it works by elimination. LG AI Research, SK Telecom and Upstage advanced to the second phase. Naver Cloud and NC AI were cut in the first round, which graded entrants on technical sophistication and model originality. The K-Exaone model from LG AI Research took top marks for accuracy, usability and innovation.
What Is New
The newer piece is demand. Under a program called AI for All, the ministry selected three consortia led by SK Telecom, KT and Kakao to deliver free AI services to the entire population. The 80 percent rule is the part with teeth. The majority of what citizens actually use has to sit on Korean-built systems, which turns a research subsidy into guaranteed customers.
The compute to run it is already going up. Samsung, SK Group and Hyundai Motor Group are each building AI factories holding up to 50,000 Nvidia GPUs, and Naver has said it plans to deploy more than 60,000.
Why It Matters
Most national AI strategies fund the supply side and hope local models find users. Korea is working both ends at once, paying for the models and then handing them a captive national audience. That is a far more direct route out of dependence on OpenAI, Google and Anthropic than grants alone, and other governments watching their citizens default to American assistants will be taking notes.
The risk is quality. If Korean models trail the frontier noticeably, an 80 percent domestic floor becomes a ceiling on what citizens get for free.
