Singapore Turns a District Into a Physical AI Testbed

The Infocomm Media Development Authority, industrial landlord JTC and the Singapore Institute of Technology are opening a physical AI testbed at Punggol Digital District, with eight industry partners signed on to co-design, deploy and validate systems there. Certis, DHL, Grab and QuikBot are among the first.
What Physical AI Actually Means
Most of the AI news cycle concerns software that reads and writes. Physical AI is the harder category: models that perceive and act in the world through robots, delivery vehicles, cameras and sensors. It fails differently from a chatbot. A wrong answer in a document is an inconvenience. A wrong answer in a loading bay is a collision.
Punggol Digital District is a purpose-built precinct in Singapore’s northeast that puts a university campus, a business park and a residential estate on one site. Instead of a sealed laboratory, the testbed gives companies a live environment with actual pedestrians, lifts, loading docks and tropical weather to break their systems against.
Who Is Building It
The three public partners cover different ground. IMDA is the regulator, JTC controls the land and buildings, and SIT supplies the research and the students. The commercial partners bring the use cases: security patrols from Certis, logistics from DHL, delivery and ride hailing from Grab, and robotics from QuikBot. The testbed is slated to launch later in 2026.
Singapore paired the announcement with an update to its Model AI Governance Framework for Agentic AI, now carrying real-world case studies and best practices contributed by more than 50 organisations. The combination is deliberate. One is a place to test, the other is a written account of what responsible deployment is supposed to look like.
Why Singapore Physical AI Policy Matters
Southeast Asia is past the experimentation stage. Roughly 81 percent of companies in the region have moved into pilots or scaling, and close to 90 percent say they intend to try agentic AI. Japan has committed up to 1 trillion yen to physical AI through its Noetra consortium, and Korea is funding sovereign models for its citizens. Singapore cannot outspend either, so it is competing on regulatory clarity and on being the place where deployments get proven before they go regional.
The thing to watch is whether the testbed produces deployments that survive contact with a working district, and whether the governance framework starts citing them. That would make Singapore’s rules exportable across ASEAN, which is the real prize.
